History of Scofflaw Legislation

On July 31, 2007 Gov. Palin signed a statewide Scofflaw Bill into Law that authorizes the seizure and impoundment of any vehicle operated by an individual owing more than $2,500 in delinquent traffic fines. On December 11, 2007 the Anchorage Assembly passed its ordinance to comply with the state law. Anchorage’s new local ordinance concluded:

“As a public safety measure, the ordinance is intended to deter or prevent that conduct by placing at risk of forfeiture the very Scofflaws who threaten public safety. Safer highways for Anchorage motorists, not increased revenue, is the goal [of the ordinance].”
